Adopted by the NYCEDC Board on November 13, 2025.

This webpage was used to seek engagement from ferry riders in Summer 2025 about proposed changes. Those changes were announced on November 10, 2025 and are effective December 8, 2025. Details about the final plan can be found in the 2025 Ferry Report. This page is no longer being updated.

Since its launch in 2017, NYC Ferry has made several small-scale changes to its network to improve operations, but changes have not been considered at the system level. The 2025 NYC Ferry Network Optimization Plan was an opportunity to take a systemwide approach to improve the rider experience and make our routes more efficient.

The 2025 NYC Ferry Network Optimization Plan builds off of the goals and success of the NYC Ferry Forward Plan. The changes are expected to improve the Ferry experience for riders and create a more efficient service.

The optimized network will:

  • Give you more places to go by better connecting routes to Midtown and Lower Manhattan.
  • Speed up your commute by reducing the number of stops made on trips.
  • Make more seats available on our busiest routes during peak hours, weekends and other times of year.
  • Operate more efficiently by combining routes and eliminating empty vessels.
  • Reduce the subsidy per-rider by increasing ridership and making these changes with limited new costs.

Below is the final adopted system map:

Thank you for providing your comments on proposed route and service changes. We received over 15,000 responses from across the city with the vast majority supporting the proposal. 88 percent of respondents said that they will ride the same or more, and 71 percent say it will improve their access to desired locations.
