New Stapleton Waterfront Residential Development RFP

New York City Economic Development Corporation (“NYCEDC”) on behalf of the City of New York (the “City”) is pleased to release a request for proposals (“RFP”) seeking proposals from qualified parties for the long-term lease and development of two vacant parcels into a mixed-income residential project of the southern parcels of the New Stapleton Waterfront on the North Shore of Staten Island. The parcels, B4 and B5 (Block 487, a part of Lot 100) (the “Site”), of the southern phase offer approximately 5.5 acres of land and 243,000 square feet across both lots.

The RFP follows the recent release of the Staten Island North Shore Action Plan by NYCEDC on September 14th, 2023. The plan outlined the general investment of over $400 million to develop a continuous two-mile, 20-acre waterfront esplanade from St. George to Stapleton.

NYCEDC plans to select a developer for one or both parcels of the Site on the basis of factors stated in the RFP which include, but are not limited to financial feasibility, responsiveness to the project goals stated in the RFP, the respondent’s qualifications and experience, and the ground lease rent.

Optional Informational Session

A virtual optional informational session will be held on Wednesday, March 27, 2024 at 10 AM ET via video conference. Those who wish to attend must RSVP by email to [email protected] on or before March 25, 2024.

Optional Site Tour

In rain or shine, NYCEDC will lead a tour of the Site starting at 10:00AM on April 9, 2024. Interested parties are strongly encouraged to attend this event. For those who are not able to attend, the questions asked and answered on the site tour will be posted on the RFP website.

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 PM ET on Thursday, May 9, 2024. Questions regarding the subject matter of this RFP should be directed to [email protected]. Answers to questions will be posted on a rolling basis, with the last answers posted by Thursday, May 23, 2024, to https://edc.nyc/rfps. 

Questions regarding the subject matter of this RFP will not be accepted after 5PM ET on Thursday, May 9, 2024, however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to  [email protected] on or before Thursday, June 20, 2024.
