The Food Retail Expansion to Support Health (FRESH) program brings healthy and affordable food options to communities by lowering the costs of owning, leasing, developing, and renovating supermarket retail space. The FRESH zoning incentives are facilitated through the Department of City Planning and the FRESH tax incentives are managed by NYCEDC.
