Nov 28 2023In accordance with Section 1-13 of the Concession Rules of the City of New York, the City of New York (“City”) through the New York City Department of Small Business Services (“SBS”) is issuing, as of the date of this notice, a Request for Proposals (“RFP”) for firms with expertise in heliport, airport and vertiport as well as maritime freight, logistics and micro-distribution or microhubs management and operations to act as an operator at the Downtown Manhattan Heliport in Lower Manhattan. The concession agreement shall be administered by the New York City Economic Development Corporation (“NYCEDC”) who shall act as the City’s administrator for all purposes with respect to this RFP and the concession agreement.
Optional Information Session
A recommended information session will take place on Tuesday, November 28, 2023, at 10:00 AM EST at the offices of NYCEDC, located at One Liberty Plaza, 14th Floor, New York, NY, 10006. Those who wish to attend should RSVP by email to [email protected] by 5:00 PM EST on November 17, 2023.
Optional Site Visit
A recommended site visit will take place on Tuesday, November 28, 2023, at 2:00 PM EST. The meeting point is at the proposed concession site, which is located at Pier 6 on the East River, between Pier 11 and the Battery Maritime Terminal in Manhattan. Those who wish to attend should RSVP by email to [email protected] by 5:00 PM EST on November 17, 2023.
Respondents to the RFP should make every effort to attend both the recommended information session and recommended site visit.

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 PM EST on Friday, December 1, 2023. Questions regarding the subject matter of this RFP should be directed to [email protected]. Answers to all questions will be posted on this webpage by Friday, December 15, 2023.
Technical questions pertaining to downloading and submitting responses to this RFP may be directed to [email protected] on or before Friday, January 12, 2024.

NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise ("M/W/DBE") interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment.
