Milestone Board


NYCEDC, acting on behalf of the City of New York (the “City”), seeks proposals (collectively, “Proposals”, and, each, a “Proposal”) from qualified parties (collectively, “Respondents”, and, each, a “Respondent”) for the long-term lease of up to approximately 33 acres of the Rossville Municipal Site, located at 2629 Arthur Kill Road, Staten Island, Tax Block 7162, Lot 100 in New York City (the “Site”).

The Site is owned by the City. This Site is one of the few remaining industrial waterfront properties available and suitable for waterfront-dependent industrial uses in the region. The Site’s approximately 2,000 linear feet of shoreline along the federally maintained Arthur Kill Channel and its easy access to the regional highway network are significant assets.

Through this Request for Proposals (“RFP”), NYCEDC is seeking Proposals for the redevelopment of the Site for offshore wind (“OSW”) related activities with a particular focus on water-dependent manufacturing, though Proposals will also be considered for other OSW-related uses, including but not limited to operations and maintenance, interconnection, marshalling, and/or staging and assembly, as further defined herein (the “Project”). 

NYCEDC plans to select a Respondent on the basis of factors stated in the RFP  which include, but are not limited to: the quality of the Proposal, a Proposal that activates the Site for OSW manufacturing and/or OSW-related water-dependent industrial uses, experience of key staff identified in the Proposal, operational readiness and structure of the Respondent and the Respondent’s team, demonstrated successful experience in developing Projects similar to those encompassed in the RFP, the economic impact of the Project, including creation of good-paying jobs, and the Project’s overall return to the City. While Proposals to redevelop the entire Site are preferred, Respondents may submit Proposals that use a portion of the Site. Proposals that incorporate water-dependent manufacturing uses will be prioritized. Respondents may partner with other entities, including neighboring property owners.

Optional Site Visit

Subject to weather conditions, NYCEDC staff will lead a tour of the Site starting at 10:00AM on Wednesday, April 20, 2022 at the intersection of Arthur Kill Road and Chemical Lane. Anyone seeking to join the tour will be required to execute a liability waiver and release. A confirmation email will be sent to all recipients in the RSVP list one day prior to the site visit. Should any changes to the schedule occur, recipients on the list will be contacted via email. Interested parties are strongly encouraged to attend this event. For those who are not able to attend, the questions asked and answered on the site tour will be posted on the website.


Respondents may submit questions to and/or request clarifications from NYCEDC no later than 5:00P.M. on Monday, June 6, 2022. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment.
