Four additional appendices are available to download in the "Key Documents" section below, found at the bottom of the page. Please download, fill out, and attach the appendices to your proposal prior to the submission deadline.

New York City Economic Development Corporation (“NYCEDC”) on behalf of the City of New York (the “City”) is pleased to release a request for proposals (“RFP”) seeking proposals from qualified parties for the long-term lease or sale and development of all or part of an approximately 80-acre site located along 20th Avenue in College Point Queens (the “Site”). Under current zoning there is an as-of-right industrial and manufacturing use of the Site with a maximum Floor Area Ratio (FAR) of 2.0. Qualified parties may propose alternative uses through rezoning; however, such proposals may require approvals from Federal, State, and City agencies to develop the Site.

NYCEDC plans to select one or more qualified parties for all or part of the Site on the basis of factors stated in the RFP which include, but are not limited to, financial feasibility, program and design, the qualified party’s qualifications and experience, economic impact of the proposal, and responsiveness to the project goals stated in the RFP.

Inquiries

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 PM ET on Friday, February 7, 2025. Questions regarding the subject matter of this RFP should be directed to [email protected]. Answers to questions will be posted by Friday, February 21, 2025. Questions regarding the subject matter of this RFP will not be accepted after 5:00 PM ET on Friday, February 7, 2025, however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to [email protected] on or before 11:59PM ET on Wednesday, March 19, 2025.

Optional Info Session

An optional virtual informational session will be held on Wednesday, December 11, 2024 at 10:00 AM ET via video conference. Those who wish to attend must RSVP by email to [email protected] on or before December 9, 2024.

Optional Site Tour

NYCEDC will lead a tour of the Site starting at 10:00AM on January 8, 2025. Those who wish to attend must complete the following by 5:00PM ET on January 3, 2025:

  • Send a RSVP with first name, last name, and company name to [email protected], and
  • Submit a completed waiver form, which will be made available here on November 25, 2024.

For those who are not able to attend, the questions asked and answered on the Site tour will be posted on the RFP website.

Submission Guidelines

Detailed submission guidelines and requirements are outlined in the RFP, available as of Wednesday, November 13, 2024.

Please submit your response via electronic upload by clicking HERE and uploading your proposal. 

Responses are due no later than 11:59PM ET on Thursday, March 20, 2025. 

M/WBE

This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. Bidders/subcontractors are strongly encouraged to visit the NYCEDC website at edc.nyc/opportunity-mwdbe to learn more about the program.
