New York City Economic Development Corporation (NYCEDC) is seeking a consultant or consultant team to perform on call land use, environmental assessment and traffic engineering consultant services for various City-owned properties located within the five boroughs. Environmental assessment work will be completed in accordance to Federal (NEPA), State (SEQR) or City (CEQR) environmental quality review procedures and industry accepted methods and standards.

NYCEDC welcomes firms of all levels of capacity and different specialties to apply to this RFP as a prime Consultant and anticipates the selected Consultant(s) will lead a team of consultants (collectively, with the Consultant, the “Consultant Team”) displaying a diversity of skill sets, technical expertise, experience, and firm size in providing all aspects of the scope of services.

All RFP responses should clearly demonstrate that the Consultant Team is capable of and experienced in providing all of the Services necessary for the complete performance of the Contract, which will include Tasks of varying scope and size.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, the proposed fee schedule, and the proposed Minority and Women Owned Business Enterprise ("M/WBE”) Narrative Form.

Two optional informational sessions will be held on Wednesday, March 12, 2025 at 11:00 A.M. and Wednesday, March 19, 2025, at 1:00 P.M. at NYCEDC’S office at One Liberty Plaza, 14th Floor and virtually via MS Teams. Respondents may submit questions and/or request clarifications from NYCEDC no later than 5pm on Friday, March 28, 2025. Questions regarding the subject matter of this RFP should be directed to [email protected]. Answers to all questions will be posted by Friday, April 11, 2025. Questions regarding the subject matter of this RFP will not be accepted after 5pm on Tuesday, March 28, 2025 however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to [email protected] on or before Monday, May 5, 2025.

NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment.
