Upcoming Procurement Opportunities

New York City Economic Development Corporation (“NYCEDC”) is seeking design, engineering, construction, and construction management firms interested in providing services for various projects listed below (the “Projects”). NYCEDC intends to issue Requests for Qualifications (“RFQs”), Requests for Proposals (“RFPs”), and Invitations for Bids (“IFBs”), as further described below, from interested firms. This Notice is being issued solely for informational and planning purposes and does not constitute a solicitation.

The projects are to include design, construction, construction management, and resident engineering services for infrastructure, streetscapes, waterfront improvements, new buildings, building renovations, and other work as described below.

NYCEDC intends to issue solicitations for the Projects on or about the dates listed below. Each solicitation will provide full details of specific submission requirements for each Project.

NYCEDC reserves the sole right, without incurring any liability, to change any aspect of the proposed Projects described below, including the right to not proceed with any solicitation, and/or the right to proceed in a different manner or on a different timeline than as described below.

  • Broadway Junction Public Realm Improvements – Design Services.  NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for Design Services for two plazas. The two plazas are located at the Broadway Junction transit station and will be fully designed by the selected team.  One plaza is adjacent to Callahan-Kelly Playground and the other is on the east side of Van Sinderen Avenue between Fulton Street and Herkimer Street.
  • Broadway Junction Public Realm Improvements – Consulting Engineer Services.  NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for Consulting Engineer Services for two streetscapes. The streetscapes are on Van Sinderen Avenue between Atlantic Avenue and Fulton Street, and Broadway between Jamaica Avenue and Truxton Street.  The streetscape design will be advanced by the Consulting Engineer to a preliminary level (up to 30% design), and will be issued as part of a public Design-Build procurement, for which the Consulting Engineer will provide resident engineer services.
  • Manhattan Greenway UN Esplanade – Construction Management Services. NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for construction management services to construct the UN Esplanade section of the Manhattan Greenway, which will span from approximately East 41st Street to East 54th Street along the East River in Manhattan.
  • West New Brighton Library – Design Services.  NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for design services to renovate an existing branch of the New York Public Library in the West New Brighton section of Staten Island.
  • Manhattan Greenway Inwood – Design Services. NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for design and engineering services for the Inwood section of the Manhattan Greenway, which will span from approximately Academy Street to 207th Street and the University Heights Bridge along the Harlem River in Manhattan.
  • Science Park and Research Center Kips Bay (SPARC) Construction Management Services. NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for construction management services for portions of the SPARC Kips Bay campus, bounded by First Avenue and the FDR Drive, between East 25th and East 26th Streets in Manhattan.  The project includes construction management services for the demolition of existing buildings; and construction of 650,000 SF of educational facilities for the City University of New York (CUNY) and the New York City Department of Education (NYCDOE), adjacent public open space, flood protection measures, and reconstruction of the existing pedestrian bridge over the FDR drive.
  • Science Park and Research Center Kips Bay (SPARC) Owner’s Representation Services. NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for owner’s representation services for portions of the SPARC Kips Bay campus, bounded by First Avenue and the FDR Drive, between East 25th and East 26th Streets in Manhattan.  The project includes owner’s representation services to assist NYCEDC in managing the design and construction of the demolition of existing buildings; and construction of 650,000 SF of educational facilities for the City University of New York (CUNY) and the New York City Department of Education (NYCDOE), adjacent public open space, flood protection measures, and reconstruction of the existing pedestrian bridge over the FDR drive.
  • Chinatown Connections – Design Services. NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for design and engineering services for the Chinatown Connections project, located in the Chinatown section of Manhattan. The project will reconstruct the intersection of Chatham Square, simplify intersection geometry, and construct a Chinatown Gateway Arch.
  • Staten Island Esplanade Emergency Bulkhead Repair – Construction Management Services.  NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for construction management services to repair approximately 2000 LF of seawall and rehabilitate areas of the shoreline on the St. George Esplanade that were damaged by Super Storm Sandy.  The St. George Esplanade Bulkhead is approximately located on the shoreline extending westward from the Staten Island 911 Memorial, in the Borough of Staten Island.  Funding for this Project is being provided under the FEMA Public Assistance Program, Hurricane Sandy Disaster DR-4085-NY.  
  • Academy Street North Cove – Construction Management Services. NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for construction management services to construct two parks in Inwood. The first park, Academy Street will span from approximately 10th Avenue and W 201st Street to the Harlem River on Academy Street. The second park, North Cove, is located approximately at W 208th Street from 9th Avenue to the Harlem River waterfront.
  • Construction Management Retainer Contract Services.  NYCEDC intends to issue a Request for Proposals in the second quarter of 2024 for construction management services for various projects throughout the five boroughs of New York City.  This RFP will be released jointly between NYCEDC’s Asset Management and Capital Program departments. NYCEDC intends to award multiple contracts as part of this RFP.
