New York City Economic Development Corporation ("NYCEDC"), on behalf of the City of New York (the "City"), is pleased to release a Request for Proposals ("RFP") seeking proposals from qualified parties ("Respondents") for the purchase and transfer of development rights appurtenant to six City-owned parcels located beneath and adjacent to the Queensboro Bridge approach ramps in Long Island City, Queens (Block 428, Lots 12, 13, and 16 and Block 429, Lots 13, 15, and 29) (the "Generating Sites"). The RFP seeks proposals from owners or prospective owners of eligible receiving sites interested in acquiring all or a portion of approximately 333,000 square feet of zoning floor area available from the Generating Sites.
The Generating Sites occupy a prominent location in the Long Island City core, one of New York City's fastest-growing mixed-use neighborhoods with significant residential, commercial, cultural, and transit assets. Through this RFP, NYCEDC seeks proposals that demonstrate a clear path to effectuating the transfer of development rights. Detailed submission requirements, eligibility criteria, and instructions will be set forth in the RFP documents, available through NYCEDC's RFP website upon release.
NYCEDC plans to select one or more Respondents on the basis of factors stated in the RFP which include, but are not limited to: responsiveness to the RFP goals; proposed purchase price; transaction feasibility and readiness; and Respondent qualifications and experience.
