New York City Economic Development Corporation (“NYCEDC”), on behalf of the City of New York (the “City”), is pleased to release a request for proposals (“RFP”) seeking proposals from qualified parties (“Respondents”) for the acquisition and development of an approximately 17,337 square foot site located between East 125th Street and East 126th Street along Second Avenue in East Harlem (Block 1790, Lots 25-31) (the “Site”).
B-East is the last of three development sites on the “B” block within the City-owned East 125th Street assemblage. Over the years since the 2008 ULURP approval, the East 125th Street Development has delivered new housing (including hundreds of income-restricted apartments), neighborhood retail, cultural/community space, open space, and a major health care facility nearby. B-East is intended to build on that momentum—advancing a long-anticipated redevelopment effort, delivering new housing opportunities and strengthening East Harlem’s East 125th Street corridor.
Optional Informational Session
An optional virtual information session will be held on Tuesday, August 4, 2026 at 11:00 AM ET via video conference. Those who wish to attend must RSVP by filling out the RSVP form, available HERE, on or before Friday, July 31, 2026.
Site Tour
NYCEDC will lead a tour of the Site starting at 10:00 AM ET on Tuesday, August 18, 2026. Those who wish to attend must do the following by 5:00PM ET on Friday, August 14, 2026:

- Submit a completed waiver form, available in the Key Documents section below.
For those who are not able to attend, the questions asked and answered during the information session and site tour will be posted on the RFP website.

Inquiries
Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 PM ET on Friday, September 25, 2026. Questions regarding the subject matter of this RFP should be directed HERE. Answers to questions will be posted by Wednesday, October 9, 2026. Questions regarding the subject matter of this RFP will not be accepted after 5:00 PM ET on Friday, September 25, 2026, however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to [email protected] on or before 4:00PM ET on Tuesday, October 20, 2026.
