In alignment with the City’s LIFT Task Force and the Mamdani Administration’s goal of creating 25,000 new homes over the next 10 years, NYCEDC is advancing the redevelopment of “B-East”, an approximately 17,337-square-foot, City-owned parcel at East 126th Street and 2nd Avenue in East Harlem.

Through a competitive Request for Proposals (RFP), NYCEDC will seek a development team to deliver a new mixed-use, primarily residential building with 140 units of high quality, mixed-income housing and active, neighborhood-serving ground-floor uses. This project is part of the broader East 125th Street Development initiative (E125) originally approved in 2008.

A labeled aerial map of East Harlem highlights various development projects, subway lines, parks, and landmarks, with a focus on the B-East area and nearby facilities like the B-Center, A-West, and transit stations.

Site History

E125 was first approved in 2008 to transform underutilized City-owned land in East Harlem into a dynamic, transit-oriented, mixed-use district. In the years since, E125 has delivered:

  • 451 housing units, including 344 affordable units
  • 65,000 square feet of neighborhood retail
  • A first-of-its-kind proton cancer treatment center
  • Cultural community facility space
  • Open space

B-East is the final remaining undeveloped parcel on the "B" block of the E125 site. Its redevelopment as mixed-income housing will advance a long-planned vision for the corridor, complementing major public investments already underway in the neighborhood—including the Harlem River Greenway and Phase 2 of the Second Avenue Subway extension, which will bring Q train service to 125th Street by 2036.

A New Vision

NYCEDC's RFP will seek a project that leverages these investments and delivers strong public benefits, including:

  • 140 new homes in a mixed-income building
  • Permanently affordable housing under New York State's 485-x
  • Neighborhood-serving ground-floor space, including locally-owned retail
  • Sustainable, resilient design
  • Workforce and economic development commitments
