N.Y.C. Groceries is a new initiative to expand access to affordable, high‑quality groceries across the five boroughs. The City plans to open one store in each borough by the end of 2029 to help lower food costs and strengthen neighborhood food access.

To identify suitable locations for these grocery stores, NYCEDC has created the N.Y.C. Groceries Sites Portal. The Portal allows property owners to recommend sites that could be used for future grocery store locations.

Submissions are accepted on a rolling basis. However, to be considered within NYCEDC’s first review of potential locations, please submit your proposed site by Tuesday, June 30, 2026.

Primary Selection Criteria

At this time, NYCEDC is only accepting proposals for sites located in Brooklyn, Staten Island, and Queens.

To be considered as a site for a N.Y.C. Groceries store, all proposed sites must, at minimum, meet the following qualifications:

  1. Located within Brooklyn, Staten Island, or Queens
  2. Contain over 10,000 rentable square feet (“RSF”) of contiguous retail space that is directly accessible from a ground floor entrance and allowed to be occupied by a grocery retailer under the current City Zoning Resolution or through compliance with the requirements of the Department of City Planning's Food Retail Expansion to Support Health ("FRESH") program
  3. Be fully available to support a development timeline enabling grocery store delivery by December 31, 2029

Why Submit a Site

NYCEDC reviewed a wide range of sites, including NYCEDC- and City-owned properties. Many of these sites have constraints—such as existing tenants or use restrictions—that make it difficult to deliver a new grocery store efficiently. NYCEDC wants to ensure that households throughout the city, struggling to afford basic necessities, can access more affordable groceries as soon as possible. The Portal is designed to help identify private sites that can deliver grocery access more quickly and expand reach in ways City-owned sites alone cannot.

NYCEDC anticipates entering into one or more long-term agreements, to establish the real estate, management, and operations terms, with the selected Respondent(s), who may also receive support for tenant fit-out.
