New York City Economic Development Corporation (NYCEDC) invites law firms and lawyers to submit proposals for the provision of outside legal counsel services in connection with analysis, drafting and reviewing proposed applications for tax lot apportionment(s) and zoning lot subdivision(s) to be sought by NYCEDC for Manhattan Tax Block 962, part of Lot 100 to facilitate the Science Park and Research Campus (SPARC) Kips Bay (Manhattan) development project, in preparation for new building permit application filings by NYCEDC and other related matters as more particularly described in the Request for Proposals (RFP). NYCEDC anticipates that the legal services to be provided will require extensive experience and knowledge of the New York City Zoning Resolution, Uniform Land Use Review Procedure and special permit procedures, New York City Department of Buildings requirements for new building permits and zoning lot subdivisions, as well as New York City Department of Finance requirements for tax lot apportionments.
NYCEDC plans to select a firm on the basis of factors stated in the RFP which include but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.
