New York City Economic Development Corporation (“NYCEDC”) on behalf of the City of New York (the “City”) is pleased to release a request for proposals (“RFP”) seeking proposals from qualified parties (“Respondents”) for the purchase and development of an approximately 95,000 square foot site located at 100 Gold Street in Manhattan (Block 94, Lot 25) (the “Site”).

On August 21, 2024, New York City Mayor Eric Adams signed Executive Order 43: Prioritizing Housing Production and Accelerating the Production of Housing on City Sites, compelling the City to identify public land suitable for new housing development to address the City’s housing crisis with a “moonshot” goal of building 500,000 homes over the next decade. As part of this effort, Respondents have a unique opportunity to develop a mixed-income residential project in lower Manhattan to address the City’s housing shortage.

NYCEDC plans to select a Respondent on the basis of factors stated in the RFP which include, but are not limited to, program and design, financial and schedule feasibility, respondent qualifications and experience, and economic impact.

Inquiries

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00 PM ET on Wednesday, April 30, 2025. Questions regarding the subject matter of this RFP should be directed to [email protected]. Answers to questions will be posted by Wednesday, May 21, 2025. Questions regarding the subject matter of this RFP will not be accepted after 5:00 PM ET on Wednesday, April 30, 2025, however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to [email protected] on or before 11:59PM ET on Thursday, June 5, 2025.

Info Session

An optional virtual informational session will be held on Wednesday, March 19, 2025 at 11:00 AM ET via video conference. Those who wish to attend must RSVP by email to [email protected] on or before Monday, March 17, 2025.

Site Tour

NYCEDC will lead a tour of the Site starting at 3:00PM on Friday, April 11, 2025. Those who wish to attend must complete the following by 5:00PM ET on Monday, April 7, 2025:

  • Send a RSVP with first name, last name, and company name to [email protected], and
  • Submit a completed waiver form.

Submission Guidelines

Detailed submission guidelines and requirements are outlined in the RFP, available as of March 5, 2025.

Responses are due no later than June 5, 2025 at 11:59 PM. Please submit all documents in a single .zip file labeled with your company name. The Chrome Browser is the preferred method for uploading.

M/WBE
