Public Scoping Meeting on the Draft Scope of Work

An in-person public scoping meeting on the Draft Scope of Work for an Environmental Impact Statement (EIS) for the proposed 100 Gold Redevelopment Project will take place at Pace University, Student Center West, One Pace Plaza (entrance at the corner of Spruce Street and Park Row), New York, NY 10038 on Thursday, October 29, 2026.

The scoping meeting will offer two opportunities for public comment. At 4 pm, there will be a presentation outlining the Draft Scope of Work followed by solicitation of public comments. The same presentation will be given again at 6:30 pm, followed by another opportunity to share comments. It is recommended to only attend one session. Comments may be provided orally at the in-person scoping meeting and/or in writing via email to [email protected]. Written comments will be accepted until Monday, November 9, 2026, at 5 pm.

This project is subject to City Environmental Quality Review (CEQR). This webpage will make CEQR milestone documents available to the public, including the Draft Scope of Work, which is the focus of the public scoping meeting. Scoping Hearing FAQ

What is a scoping meeting?
The scoping meeting is the first step in the preparation of an EIS  and is an opportunity for the public to provide input on the Draft Scope of Work or, more plainly, what should be studied as part of the EIS.

Will the project team respond to public input during the scoping meeting?
No, responses will not be provided during the scoping meeting. Instead, responses will be provided in the “Response to Comments” chapter included in the Final Scope of Work.

What types of comments should I provide?
Comments should be on content provided in the Draft Scope of Work to inform what should be studied as part of the EIS with local community input.

How can I provide comments?
You can provide oral comments in person at the scoping meeting, and/or you can provide written comments by email to [email protected]. Written comments will be accepted until Monday, November 9, 2026, at 5 pm.
